For

Developing Clean Drinking Water & Sanitation Policy Briefs and fact sheet having current WASH situation of the Punjab

1.     Background

Awaz Foundation Pakistan: Centre for Development Services is running “Engaging legislators for universal access to WASH in Pakistan” project in Punjab Province. The overall goal of the project is “To engage and influence legislatures to build support for universal access to WASH as a basic human right by 2030 in Pakistan”.  One of the major objectives of the project is to engage and influence legislators to build support for universal access to WASH as a basic human right by 2030 in Pakistan.

Awaz-CDS foundation Pakistan is planning to develop evidence-based policy briefs in order to share critical information on assessments, conclusions, learning and recommendations with the policy makers, donors, media and the general public. This is intended to feed into the dialogue on Provincial level thereby contributing to the development of conducive provincial policy for the provision of WASH rights.

For making this campaign and advocacy tools more influential and concrete Punjab Sanitation Policy will be reviewed and recommendation will be given to improve it by AWAZ which will be shared with concerned stakeholders.

2.      Purpose

AWAZCDS-Pakistan will engage a consultant for this assignment. Consultant will be primarily responsible for reviewing the Punjab Sanitation Policy (PSP), recommend changes, presenting the findings of Punjab Sanitation Policy (PSP)  to stakeholders and will share the final report after incorporation of comments/suggestions of participants for its improvement which will ultimately bring positive change in sanitation situation of Pakistan

Assumptions & Risks

It is assumed that the service provider who undertakes this assignment understands the importance of it and will be committed to the work, and is competent to deliver as required.  It is further assumed that AWAZCDS-Pakistan will fully support the service provider. Risks noted herein include the inability of the service provider to meet the deadlines, unforeseen internal and external structural as well as natural aspects that are beyond the control of both parties.

Said assignments will remain the property of AWAZCDS-Pakistan and will not be shared with anyone else before submission to AWAZCDS-Pakistan.

 “To understand WASH issues related to Governance, Budget and Universal access to WASH”

 Background

Legislators have a crucial role to play in various national development processes including Water, Sanitation and Hygiene (WASH). As representatives of constituencies where they have been elected, they are also mandated to speak on behalf of the poor and other vulnerable groups, to ensure that WASH plans are informed by the real priorities on the ground. In practice, they are expected to adopt requisite legislation, approve budget allocations, and exercise oversight over expenditures. However, legislators often have limited independence, knowledge and resources to perform their functions effectively. As a result, the role of parliament in improving the effectiveness, impact of government financing and shaping WASH strategies that reflect the concerns of the people tends to be overlooked or in most cases weak. With this constraint to legislators, WASH related development approaches in Pakistan are mostly shaped and driven by donors or through interested civil/pressure groups. This problem is exacerbated when local communities have limited ability to continuously engage with their representative in parliament in seeking progress on how their views and concerns are being handled as well as following up on promises that are made government at the international level and during their election campaigns.

  • Low sector financing for WASH in general and sanitation in particular
  • Weak political and social discourse on realization of right to WASH

Consultancy required for Conducting an End-Line Assessment Research Study on Girls’ Dropout from schools in District Muzaffargarh

 

Background

Education is considered as a key factor in overcoming barriers that women face and the means for empowering women and bringing them into the main stream of development, but unfortunately the high levels of drop-outs at the primary, middle and secondary school level remain the milestones of journey through school education. Women and girls in Pakistan suffer the most in terms of social and human development.  The girls are either not enrolled into school or are withdrawn at puberty often to undertake domestic duties.

Although, many studies and surveys have been conducted in Pakistan about high dropout rate but no specific study has been found in context of South Punjab, and more specifically of district Muzaffargarh. During 2009, Awaz CDS, from its own resources, conducted a pilot small scale research study to assess dropouts of girls from public schools in district Multan due to early age marriages. This study was carried out in 23 urban, rural and semi-urban schools of the district.  According to the findings,  7 % of the rural girls (age between9-16), dropped out from schools due to early age marriages. Through this proposed project, AWAZ intends to scale up its research at wider level in most deprived district of South Punjab i.e. Muzaffargarh and identify other key causes of girls’ dropouts from schools. The project further aims to build an effective advocacy campaign to address identified issues. Main objectives of the project ‘Educating Girls’ Transforming Communities”. are:

 

  • Increased availability of evidence-based knowledge and factors behind girls’ dropout from schools in District Muzaffargarh ;
  • Improved and deepened knowledge and action of target communities to reduce girls’ drop outs in their early schooling years;
  • Improved realization and understanding among policy makers and government officials to work on reducing dropouts of girls in their early years of schooling; and
  • Improved and accessible schooling facility for girls in targeted areas/ schools.

Scope of Work

For achieving the project objective of generating evidence-based knowledge and factors behind girls’ dropout from schools in District Muzaffargarh AwazCDS-Pakistan will engage consultant for end-line assessment first to measure the extent of drop out of school going girls after two years and secondly, improvement in physical factors e.g. missing facilities in schools etc. This assessment will enable us to assess the objective and goals whether they are achieved or to what extent is improvement in it .Like the baseline assessment a questionnaire will be administered in the same two hundred schools for collecting quantitative figures. For this activity a consultant will be developed an end-line Assessment report including learning document and improved status of retention of girls in schools. Consultants/firms are required to submit their Expression of Interest as per detail assignment given below in the tabular form and also mention the consultant cost including all other applicable taxes. Organization will bear all other expenses related boarding/lodging etc.
